ARRANGEMENTS FOR MEMBERS OF HER MAJESTY'S OVERSEAS
CIVIL SERVICE (HMOCS)
A 1. The Private Secretary wrote to PS/No 10 on 4 November proposing that HMOCS be discussed either at or in the margins of OPD (K) on 10 November. Although PS/No 10 has not yet replied, we need to prepare the paperwork.
2. I submit a short draft OPD (K) memorandum which has been cleared with Hong Kong and discussed with Treasury officials, who are submitting in parallel to the Chief Secretary over the
weekend. If No 10 decides that HMOCS should be discussed in a
more restricted format in the margins of OPD (K), the paper can be
topped and tailed as a minute from the Foreign Secretary to the Prime Minister copied to the Chief Secretary and Sir R
Butler.
