ARRANGEMENTS FOR MEMBERS OF HER MAJESTY'S OVERSEAS
CIVIL SERVICE (HMOCS)
1. You requested advice on the letter from the Chief Secretary.
2. We have not had an opportunity to discuss with the Governor
the Chief Secretary's proposal of setting the pension safeguard
rate at HK$21:£1. However, our view is that it would be
extremely difficult to sell a package to the HMOCS Association which included this rate for the safeguard and without any
undertaking to amend the SPOS Regulations. The SPOS amendment is essential if the scheme is to be accepted. We may have to be
more flexible on the safeguard rate in order to secure its inclusion in the package.
3.
I expect the Foreign Secretary and the Governor will discuss
Mr Portillo's offer at their meeting this afternoon. I submit a
possible draft reply.
