2. Ministers now need to decide how to divide up the resources made available between the three ODA sub-programmes: the aid

budget (which will henceforth

countries and assistance to eastern Europe/FSU), global environment assistance and overseas superannuation. This decision needs to be taken now because the figure for the aid budget sets the bottom line for the Aid Framework exercise now underway.

3. In taking this decision, there are three important factors to

be borne in mind:

i) savings of £5/6/5 million in the Overseas Superannuation

sub-programme which need to be deployed;
