HONG KONG: ARRANGEMENTS FOR HER MAJESTY'S OVERSEAS CIVIL
SERVICE (HMOCS)
Problem
1. The Foreign Secretary and the Chief Secretary have agreed on
a package of benefits for Hong Kong HMOCS. How to take this
forward?
Recommendation
2. That Mr Goodlad should write to the Chairman of the HMOCS
Association. I submit a draft.
3. We want HMOCS members to be able to judge the proposed
package on the basis of the full details of the compensation and
sterling safeguard schemes and an explanation of the
significance of the SPOS amendment.
Without this information,
they are likely to focus on the rate for the sterling pension
safeguard which may provoke a knee-jerk (and public) negative
reaction. We have therefore asked Hong Kong not to reveal to
the Association, for the time being, the headline details of the
package.
