HONG KONG: ARRANGEMENTS FOR HER MAJESTY'S OVERSEAS CIVIL SERVICE (HMOCS)

Problem

1. How to take forward HMOCS in the light of Mr Goodlad's

decision that it should not be included on the agenda for

OPD (K) on 1 July.

Recommendation

2. I recommend that the Secretary of State speak to Mr Portillo, if possible with the Chancellor, in the margins of

this week's Cabinet, to establish whether the Chief Secretary would be prepared to instuct his officials to work seriously

In an attempt to take matters forward on HMOCS we recently

held (with Mr Goodlad's agreement) an informal meeting with

Treasury officials to explore whether we could settle the differences between the two Departments in a manner acceptable to the Governor. These discussions revealed that Treasury
