The Minister has seen Mr Ricketts' submission of 29 June and agrees the recommendation. Regarding the suggestions for laying the foundations for a discussion between the Secretary of State and Mr Portillo and possibly also the Chancellor, Mr Goodlad has commented that "I thought the Special Advisers were to brief Mrs Keswick not the Private Office, but better both. I will speak to her when prompted." I should be grateful for a steer on the latter point.
