I refer to the attached letter from Mike Waters about the entry concessions in relation the Home Civil Service for members of HM forces and HMOCS, which was passed to me by Alex Harper.

These concessions stem from appendix C of the 1960 command paper "Service with Overseas Governments" (cmnd. 1193) (copy attached) and relate to age and educational qualifications.

Last May/June you asked me to investigate whether the concessions would still apply to HMOCS officers and I eventually managed to track down someone who was able to discuss this point on the phone, namely Ken Brazier of the Personnel Management Division of the Treasury. The simple answer he gave to the question of whether these concessions would still apply is "they could if you wanted them to ".

Ken Brazier's advice was that if it was felt that these concessions should be applied to Hong Kong HMOCS officers, a letter would have to be sent to the Personnel Management Division of HMT giving details of the numbers involved, the possible timing, what it was hoped to achieve and explaining that no attempt was being made to lower standards in any way. It might quite simply be a case of getting a rubber stamp from HMT but they were not in the business of saying that it was fine for all HMOCS officers returning from Hong Kong to be allowed to join the Civil Service.
