I enclose a fax from Mike Waters in Hong Kong to Dave Fish enquiring about the possibility of concessions as far as entry to the Home Civil Service is concerned for HMOCS officers returning from Hong Kong.
I have looked into this matter and enclose a copy of my recent minute to Dave Fish setting out my findings. The opportunity presented by these concessions might prove useful to a small number of HMOCS officers. However, this is a matter for the FCO to take up and I am therefore passing the papers to you.
