HONG KONG HMOCS OFFICERS:
HOME CIVIL SERVICE OPPORTUNITIES
1. Mike Waters, Civil Service Branch, Hong Kong Government has asked us to investigate the opportunities for employment within the Home Civil Service for HMOCS officers returning from Hong Kong. Appendix C of the 1960 command paper "Service with Overseas Governments" (copy attached) mentions certain concessions for HMOCS officers and members of HM Forces relating to age and educational qualifications.

Last year, the ODA discussed this matter with the Personnel Management Department at HM Treasury. Their advice was that if it was felt that these concessions should be applied to Hong Kong HMOCS officers, a letter would have to be sent to HMT giving details of the numbers involved, the possible timing, what it was hoped to achieve and explaining that no attempt was being made to lower the standards in any way.
I have also spoken to the Treasury. They suggested that the new Personnel Management Compendia might provide information on whether such age and educational

qualifications still exist. If not, then the best approach would still be to write to them along the lines given in paragraph 2.
4. I would be grateful if you could let me know what information is provided by the Personnel Management Compendia and whether you have any views on how we should take this matter forward.
