HONG KONG: ARRANGEMENTS FOR MEMBERS OF HER MAJESTY'S OVERSEAS CIVIL SERVICE (HMOCS)

Problem

1. The Governor considers that the Cabinet Office paper on HMOCS does not reflect adequately his position. He has said that he would publicly oppose any offer to HMOCS falling short of the FCO proposal.

Recommendation

2. That we convey to the Cabinet Office, with a copy to No 10 and to the Treasury, the Governor's comments on their minute and paper, and his insistence that the FCO proposal represents his bottom line. I submit a Private Secretary letter.

Background

3. Mr Ricketts, in his submission of 12 May, proposed a way forward on the HMOCS issue in the light of discussions with

the Cabinet Office. This involved seeking views from the Governor on the Cabinet office paper and proposing to him a possible compromise solution. In his reply, the Governor criticised the Cabinet Office paper as failing to present the
