HONG KONG: HMOCS ASSOCIATION
1.
Our Minister, Mr Goodlad, will be visiting Hong Kong from 28 May 1 June. During the visit he will have a half hour meeting with the HMOCS Association.
2. I attach a copy of a letter from the Chairman of the Association to the Civil Service Branch in Hong Kong which indicates that HMOCS officers are becoming increasingly frustrated that no further consultations have taken place. We have been advised separately by Hong Kong that Mr Cartland (who has proved to be a very moderate Chairman) may soon be forced to resign.
3. The Hong Kong Government have suggested that it would be helpful if Mr Goodlad passed to Mr Cartland a letter setting out progress on HMOCS over the last six months with a few words regretting that we have not yet been able to consult them on revised schemes. This letter should help reduce the temperature and bolster Mr Cartland's position.

I attach a copy of a draft letter and would be grateful if you could let me know whether you have any difficulty with its contents.
