Treasury suspicion that we had gone behind their back seeking Prime Ministerial support (which we had). The draft states that the Governor "raised briefly with the Prime Minister and myself his concern over the lack of progress on HMOCS", and that the Prime Minister had decided to refer the HMOCS problem to the Cabinet Secretary. The Private Secretary may in any case see advantage in suggesting to Mr Lyne that the latter might wish to inform PS/Mr Portillo of the Prime Minister's decision.

I have spoken to John Sibson, Cabinet Office, who will lead on this issue. He is preoccupied with Bosnia at present, and will not be able to address HMOCS matters until next week. He is content for us to ensure that the Treasury are brought into the picture.
