The Prime Minister has seen the letter of 20 April from the Governor of Hong Kong. He has noted Mr. Patten's very strong view that a decision must be taken urgently on the pensions question, and that there is a risk of judicial review in which HMG would be vulnerable.
The Prime Minister hopes that progress is being made in the exercise conducted by the Cabinet Office to resolve this problem. To judge from the Governor's letter, he thinks that we need to come up with an acceptable solution within about a fortnight. I should be grateful if Melanie Leech could let me have a sit-rep by the end of this week.
