I attach a copy of a letter from the Private Secretary to the Chief Secretary dated 28 April 1993. Although I discussed the question of judicial review with Mike Waters last week, I would nonetheless be grateful for any comments that you have on paragraph 3 of the letter. I note that no mention is made in the letter of HMG's vulnerability to successful legal challenge on the proposed HMOCS Compensation Scheme. I would be interested to know whether you have any legal advice on this aspect (or whether you are aware of advice which may have been provided to the HMOCS Association).
