1. I attach a copy of a telegram from Hong Kong of 29 April and the letter from the Chairman of the HMOCS Association to which it refers. As you will see Hong Kong are asking for a more detailed and positive statement on HMOCS.

We propose to delay as long as possible replying to this telegram in the hope that the Cabinet Office may be able to recommend an acceptable solution. If, however, there are no new developments within the next week or so, we will need to discuss whether there is anything more that we can say to the Association.
