HONG KONG: ARRANGEMENTS FOR MEMBERS OF HER MAJESTY'S OVERSEAS CIVIL SERVICE (HMOCS)
Problem
How to take forward the HMOCS issue in the light of recent
discussions with the Cabinet Office.

Recommendation
2. (i) That we keep the Prime Minister engaged by encouraging No 10 to convene a meeting under his chairmanship to resolve the issue.
(ii) That we seek the Governor's views on the possibility of accepting a compromise solution at such a meeting.

Background
3. Following a meeting with the Secretary of State and the
Governor on 16 April, the Prime Minister asked the Cabinet
Secretary to recommend a solution to the HMOCS issue. Since
then, the Cabinet Office have convened meetings with Treasury and FCO officials and are in the process of finalising a
isual paper, which they propose to circulate to the Secretary of (attached
below)
State and the Chief Secretary, copying to No 10.
