When a decision is finally taken on HMOCS arrangements, 4 envisage that we will need to issue a general statement, and also statements setting out in detail the conditions relating to and the operation of each element of the package. These will need to be issued at least 2-3 weeks before the next round of consultations take place. As the Treasury have agreed in principle to a sterling safeguard and the way in which it will operate, and also to a compensation scheme (although not on traditional lines), I think we are now in a position to commence work on these statements. I will do a draft of the general X statement, and would like to ask Paul Fifoot to provide drafts
on the operation of the schemes. He did this last time for the compensation and incentive scheme and has offered to do so again. We will need to commission the work as soon as possible as he will be unavailable in February. As his fees are quite expensive, I should be grateful for your agreement before proceeding.
