I attach, for your information, a copy of a draft ExCo paper on the captioned subject. It is largely self- explanatory and we hope to go to ExCo within the next couple of months.
Incidentally, in due course we shall have to look at the tax position for the HMOCS compensation scheme. If this is now a traditional HMOCS compensation scheme and can be construed as "abolition of HMOCS office" this may solve the problem. There was some previous telegraphic correspondence on this point earlier when we were talking about a "scheme for compensation and incentive".
