HONG KONG: COMPENSATION AND STERLING SAFEGUARDS
1. Thank you for sending me the re-typed version of the revised draft of the Compensation Scheme. In addition to the omission of the sub-paragraphs following paragraph 8(1), which you mentioned on the telephone, there are a number of other errors principally of lay-out. I have amended the draft and I am sending it to you by post this evening.
2. I have looked again at the draft of the sterling safeguard scheme. Following our preliminary look at the draft in January, there are two changes which should be made before you send it to Hong Kong and the Treasury:
(a) Paragraph 2(1), line 2: delete "(wherever
resident)" and substitute "(other than such members or dependants resident in Hong Kong or elsewhere in the People's Republic of China)";
(b) Paragraph 4(1), line 1: delete "If" and substitute "Subject to sub-paragraph (3) of this paragraph, if";
(c) Add a new sub-paragraph 4(3): "(3) No supplement shall be payable under this paragraph
in respect of [any year or period] unless the pensioner has transferred the equivalent of the sum paid to him during that [year or period] as
