STERLING SAFEGUARDS
1. The immediately following fax (my machine only takes ten pages at a time) contains a draft of a Scheme for sterling safeguards based on the material sent to me in your fax of 21st January 1993 and the options paper. The draft is intended to ensure that I have correctly understood your intentions and to raise a number of points which may be necessary to be included in the Scheme, but are not addressed in your instructions. When we have agreed this draft, it can be adapted to produce a statement for members of HMOCS and as a basis for whatsoever legislative provision is necessary to provide authority to make the payments under it. (You might like to canvass with the Treasury and ODA the possibility of using section 11 of the Pensions Increase Act 1973 which provides for the making of regulations authorising the payment of "supplements" to pensions paid to members of HMOCS who are certified as having been overseas officers and their dependants.)
2. There is a preliminary point which I should recall at this stage. I have previouly drawn your department's attention to the fact that, in making earlier arrangements for the protection of pensions (not, indeed of the same kind as those now proposed), such arrangements were not confined
