I have passed a copy of Hong Kong telno 1033 to Kevin Orchard, as UND are in the lead on United Nations Sanctions. He has asked the Legal Counsellor (Ms Wilmshurst) for an update, which would enable him to reply to you today.
2. I shall be on leave from 30 June to 12 July 1992 inclusive. If you have any further comments or queries on sanctions during this period, it would probably be best to direct them to Kevin Orchard in the first instance, and also to send a copy to Nigel Whitney, who I have kept in the picture and who is of course happy to assist.
