UN SANCTIONS AGAINST YUGOSLAVIA:
IMPLEMENTATION OF SCR 713
1. I agree with your minute of 5 March. The arms embargo imposed
by SCR 713 applies to the whole of (former) Yugoslavia. It has
been implemented in the UK from the start by the use of export licensing powers. Hong Kong also has such powers and appears to have been using them. The general trade embargo imposed by SCR 757 includes, of course, also arms but it applies only to Serbia
and Montenegro. In respect of that part of former Yugoslavia the arms embargo is therefore given effect both by the Order in Council implementing SCR 757, and by the licensing regime.
