1. On 17 April the Security Council passed SCR 820 which further tightened sanctions against Serbia and Montenegro. The measures came into effect on 27 April, following continued Serb refusal to comply with the Vance/Owen peace proposals.

The Resolution contains several new provisions. Some we have implemented without recourse to new legislation.
Those provisions which require legislation have been implemented by an Order which went before before the Privy Council on 30 April and
into effect the following day. A similar Order with respect to the dependent Territories will be made on 12 May to come into force on 14 May. It implements the following provisions in SCR 820:
- States have the right to impound all Serbian transport assets and cargoes, as well as all other transport assets and cargoes suspected of being involved in sanctions breaches. Impounding states also have the right to declare these assets (regardless of nationality) to be forfeit if involvement in sanctions breaches is proven, and to reclaim any costs incurred from the owner of the assets (paras 24 - 26 of SCR);
The supply of all financial or non-financial services to entities in Serbia and Montenegro is prohibited (para 27).
