UN Tightened Sanctions
against Serbia and Montenegro
You may be aware that paragraph 12 of Security Council Resolution (SCR 820) prohibits the import, export and transit of goods to the United Nations Protected Areas in Croatia and Serb occupied areas of Bosnia-Herzegovina without
the central governments of the authority of
those states.
In Hong Kong, export of textiles to any territory must be covered by valid export licences. As part of our efforts to implement the SCR 820, intend to refuse licence applications for exports of textiles to areas covered by the sanctions. We have received four licence applications covering re-export of textiles to Croatia. The destinations and consignees are in IFF. I should be grateful if you could help us to check whether the destinations fall within the United Nations Protected Areas covered by the sanctions.
We
should be most grateful if your reply could reach us by fax by 21 May 1993 (Hong Kong time). If we hold up the licence applications any longer and the destinations are found to be not covered by the sanctions, we may be held liable for losses suffered by the applicants due to delay in the issue of export licences.
