Thank you for your faxed letter of 20 May to Kevin Orchard containing a number of requests for clarification about application of the Order to implement paras 24 and 25 of UNSCR 820.

You will have gathered that we are finding many aspects of implementing the impounding provisions of SCR 820 equally difficult as you. We are, however, guided by the clear political direction that the tightest possible application of sanctions is a central plank in the UK's policy towards Serbia and Montenegro. We should do everything possible to ensure that obstacles to their strict implementation are
overcome.
3. Some of the questions you raise in your letter have already been answered in our telno 502 to you of 24 May. of the others:
(a) Authorised officers: we would have consulted you on this if we had more time. But we presumed that the reference to "authorised officer" was appropriate in view of the fact that this term has previously appeared in article 8(1) of the Iraq and Kuwait (UN Sanctions) (Dependent Territories) Order 1992 and in article 9 of the Southern Rhodesia (Prohibited Trade and Dealings) (Overseas Territories) Order 1967. If the problem is a real one, we may have to consider addressing the point in a subsequent Amending Order.
