I
refer to my earlier memo in this series dated May. It is imperative that we obtain copies of all the lists published by the US Department of Treasury's Office of Foreign Assets Control (OFAC). The lists are:-

the OFAC list of Iraqi linked overseas companies and individuals published in April 1991;
the OPAC list of Serbian/Montenegran linked companies and individuals published on 6 July 1992:

the OFAC list of Serbian/Montenegran linked companies and
published on 15 January 1993;
the
OFAC list of Serbian/Montenegran linked shipping agencies and vessels published on 11
March 1993.
To explain, Bost of the
companies
as

individuals on these lists are either acting extension of the proscribed states governments or are willing to participate in illegal procurement and diversion on their behalf. The lists would provide Branches and Departments involved in
inilementing the orders in Council with a necessary reference point for conducting checks to ensure that the Orders are hot being evaded.

Examples of the sort of checks that will have
to be conducted are:-
