We are grateful for the reassurance in TUR. We recognise that many of the issues raised by SCR 820 are legally complex
but we hope they can be resolved.
2. We see no need
no need for any RN role in searching FRY vessels. We would question whether there is even a need to conduct searches before impounding relevant vessels. Vessels are subject to impounding under SCR 820 because of Serbian ownership or control, not for what they carry. We would be surprised if they carried anything that would allow them to be readily identified as Serbian vessels. Under Article 4 of the Order, there is no need for certification before the impounding of a FRY ship.
