Your action in respect of the C Blanco is welcome. should act against the Aire F and Brisa similarly if they indeed enter Hong Kong.

We agree with the approach to cargoes set out in your telno 885. Cargoes should be released to their owners if you are satisfied that it is not intended for import to, or an export from, Serbia or Montenegro. The priority, in any case, is to prevent the FRY deriving benefit from the vessels.
3.
The UK List of FRY controlled vessels is not currently in the public domain. You should not make it available. We are aware of some discrepancies between the UK and US lists and are seeking to resolve them. Should you need urgent advice on vessels not on the UK List, the first point of contact in the UK should be Kevin Orchard, UND.

We do not understand your problems over the need to authorise an officer to implement the Order. Article 3(I) of the Order already authorises the persons listed in Section 692(I) of the Merchant Shipping Act to investigate The Act is referred to merely for convenience of drafting. In the circumstances a Customs officer would seem most appropriate for this purpose. any case, in the UK if any cargo is suspect HM Customs can investigate. Could this also not apply in Hong Kong to meet
these circumstances?
