I have been in almost daily contact over the last fortnight with Mr. Porter of the US Consulate Genera!. his points on Monetenegrin ships are worth recording.

When we learned that the 'Aire F' had, at the last moment over the weekend, turned away from Hong Kong and sailed instead for Kaohsiung in Taiwan, I informed Mr. Porter. result, the US put pressure on the Taiwan authorities to impound this ship. Unfortunately, by the time the Taiwanese agreed to act, the "bird" had once again flown (this time apparently for Indonesia). However, the other suspect vessel which we thougke might have been coming here, the 'Brisa', had by then also arrived in Taiwan. The Taiwanese have impounded it.

According to Mr. Porter, Washington is, in ite telegrams to posts overseas, attributing the impounding of the 'Brisa' to the helpful attitude of the Hong Kong Government. More generally, the Americans are now apparently citing Hong
