STUDIES OF INFRASTRUCTURAL DEVELOPMENTS IN SOUTH CHINA AND MACAO

Richard Parry's letter of 16 April, you may also have seen Jím Currie's letters of 16 and 20 May to Alan Kerfoot which were copied to Alan Murray (OT2/2). PEF funded studies of infrastructural developments in South China and Macao are well worth doing

and would be timely.

In considering terms of reference for any study, there will be a number of prerequisites to determine. The first is obviously the scope of the study. The following are transport infrastructure sectors which, seen from here, are of prime importance and which should be considered: i) highways and bridges; ii) major main line buildings; iii) airports;

iv). ports and harbours; and v) urban transportation.

Looking at each in turn, we think that the prospects of much highway or bridge work (with the exception perhaps of the proposed Zhuhai -Hong Kong bridge) for UK civil engineers are slight. Certainly there will be work in consultancy and planning, but I would question whether any study in this sector should be given priority. Doubtless Alan Kerfoot will have a

view from a broader China perspective.
