At Section 8, I have summarised the position as it is at present. The Board of Management have already agreed the UK-based establishment for the new Consulate-General at Canton. For planning purposes we envisage a need for 4 locally recruited support staff (3 X LEIII and 1 X LEV) although numbers will depend on the quality of the staff provided by the Diplomatic Employment Bureau. The assumption too, I believe, is that the Consulate-General at Canton will essentially be a commercial post and will hold very little classified material; there should therefore be no need for a DSS2. Such classified work (confidential and above) that needs to be done, could be processed through visits to Hong Kong.
