2A INCREASES/DECREASES

This section of the form should be completed in respect of 1994/95 only. You should include any bids for extra staff in excess of your current ADEST. You should try and identify savings whether or noi you are submitting bids. Any foreseen additional needs for staff beyond 1994/95 should be included in Section 8 on long-term commitments.

Action by Posts

Any proposed increases or decreases for full-time entry clearance staff (ie staff whose workload is at least 90% entry clearance), security officers, technical security staff, specialist communicators and information systems officers should be included on a separate sheet, as responsibility for these staff does not rest with the geographical AUSS.

Posts should send the completed section to their supervising departments, copied to TMS, RFD.

Action by Departments

Supervising departments should copy posts' bids for full-time entry clearance staff, security officers, technical security staff, specialist communicators and information systems officers to MVD, Security Department, TSDand ISD(R) respectively. If posts have suggested increases/decreases in respect of commercial, consular or information staff (which are the responsibility of the geographical AUSs), they should be copied to the Joint Directorate, Consular Department, NTCD and Information Department respectively.

In completing their returns, supervising departments should set out both increases/decreases in respect of their own department; and those increases/decreases suggested by posts reporting to them which they endorse. Functional/administrative departments should set out increases/decreases in respect of their own departments only, except for MVD and Security Department, who will also set out bids for the staff in the function for which they are responsible. Departments should then send their returns to their supervising AUS, copied to TMS, RFD and as appropriate to: MVD, TSD, Security Department, Joint Directorate, Consular Department, NTCD, Information Department and ISD(R).

Action by AUSS

Consulting functional AUSS as necessary, geographical AUSS should set out all the increases/decreases made by posts/departments for which they are responsible which they support, together with any recommen- dations of their own. Functional/administrative AUSS should set out all the increases/decreases by departments within their command which they support, including for functions for which they have responsibility for staff (ie Mrs Sutherland for security officers; Mr Alston for full-time entry clearance staff), together with any recommendations of their own. Copies of this section of the form should be sent to the AUS's departments, the Principal Finance Officer, other AUSs as appropriate, and TMS, RFD.
