We have had very useful support recently from the Council in the environment and health sectors. Our aim is to work more closely with the Council when drafting objectives to ensure that we complement rather than duplicate activities.

Similarly, we find BBC World Service and BBC World Service Television a helpful backdrop to our work. BBC World Service Television seems to have nudged CNN out of its predominant position in this area and has a very high reputation in the community.

At Section 8, we have itemised staffing requirements as we see them at present. We accept, given the difficulties in providing what now needs to be a constant flow of temporary duty staff from PEP, that we need to go firmly now for a full-time DS5 project officer. The case for this additional officer is very strong with the level of major project business underway or planned both here and in southern China. secondee from PEP would be immensely helpful. Looking further ahead, we fully accept the views of PEP, XAAA2D and the Joint Directorate on commercial staffing. In addition to endorsing the MRS's proposal to upgrade the DS6 to DS5 and including here a bid for the new post of DS5 projects officer, we are putting down a marker for a DS7 and DS9 for the commercial section in FY 96/97 (but with the caveat that this extra support may be required before then). Furthermore, we will be bidding for local budget funds in FY 96/97 for an additional LEI commercial officer. The bid for a DS6 and LEI for China-related business in Hong Kong post CG Canton is a separate issue and has been included in our TMR for the CTU, a copy of which is being sent to you separately.
