1. You may be aware that Shell plans to expand its operation in China and, taking 1997 into account, to "transfer its brass plate" from Hong Kong to Beijing. It intends to invest heavily
and (not yet announced) will almost certainly build a refinery on the banks of the Pearl River.
2. The man appointed to oversee these moves is Mr John Kilroe, currently Chairman and Managing Director of Shell's S.A. company. He will take up his appointment in mid-November.
3. Mr Kilroe will visit London from 3 to 16 September (with а visit to the Netherlands during the period) and I have suggested he get in touch with you and with Peter Ricketts in HKD to whom I am copying this fax. He knows little of China or H.K. and would no doubt find it helpful for a briefing. I hope that you also may find it useful to learn more of Shell's plans.

4. I attach Mr Kilroc's C.V. He is one of the most charming men in Cape Town and enjoys a high reputation in the business community. We have found him a most helpful and friendly contact. He is quiet and unassuming but impressive which be why Shell have relaxed their usual policy of retirement at 60 to keep him on for a further three or four years. He is on his second marriage
marriage to Maureen, a very pleasant English woman. He has two (married) daughters by his first marriage, both living in Wimbledon.
