The considerations underlying the. withdrawal plan

proposed in 1987 were -

Assumptions: The plan is based on two key

assumptions: that Hong Kong will continue to

perceive implementation of the Joint

Declaration as an essential factor in Hong

Kong's stability up to 1997, and that

Sino-British co-operation over its

implementation will continue.

Factors: The plan recognises that several

important factors bear on the decisions to be

taken as to the size of the garrison up to

1997. The weightiest factor must be the need

to preserve confidence in the security and

stability of Hong Kong. But in addition

there are Chinese concerns that the British

withdrawal should not precipitate possible

political and financial pressures within Hong

Kong for early reductions in garrison

strength, possible external economic

developments that might have an adverse

effect on Hong Kong's stability, the progress

of the Police expansion plan, and the need
