The Secretary of State was grateful for your minute of 18th June setting out the timetable for this. I understand that you and FCO have provisionally planned to make a public announcement on 19th July.

The Secretary of State has noted that all draft material will be cleared with Ministers in advance and is content with your proposed approach, including the suggestion that we should raise with the Chinese the idea of direct talks between the garrison and the PLA on the modalities of the handover.
