HONG KONG: THE FUTURE OF THE BRITISH GARRISON
The Prime Minister had seen the joint memorandum by the Foreign and Defence Secretaries (OPD(K)(93)8) before the Chancellor minuted on 29 June. The Prime Minister's view was that the memorandum seemed to offer little choice but to go ahead with reduction of the Hong Kong garrison, though this was likely to cause trouble.

Before I put the papers back to the Prime Minister, it would be helpful to have the results of the interdepartmental costing exercise proposed by the Chancellor. I shall therefore await further word from you, and/or MOD and FCO.
