Your letter of 24 June asked for advance warning on all politically significant announcements to be made before the Summer Recess.
As you are aware, Ministers have considered the joint Memorandum by the Foreign and Defence Secretaries
(OPD (K) (93) 8) concerning the reduction of the Hong Kong Garrison. Subject to a final decision on this, the intention would be for MOD to inspire a PQ before the Summer Recess. We would propose to notify the Chinese in advance of the public announcement.
An Ordinance will be issued shortly imposing a Fisheries Management regime around South Georgia and the South Sandwich Islands.
Although not yet certain, it is hoped that U K Ratification of Maastricht will take place before the
Summer Recess.
There will also be announcements following the Foreign Affairs Council in Brussels on 19 July but we cannot predict what they will cover.
No other announcements on foreign policy or administrative matters are planned, though if events develop quickly, statements may be made at short notice. We shall, of course, keep your office informed.
