Searl I am more worried about that than the sender of the telegram.

5.

I have some difficulty too with the prospect of our putting British troops in again, albeit for one occasion per year, when we have just withdrawn them, both Honour Guard and CLM. It costs

too much to keep people there but we welcome the chance for some cheap training?

6. I agree there are proximity, facilities and cost arguments

in favour of this training. But I am not sure that we should be doing it in a country where there is no peace treaty and during a period (1994-96) when we might find ourselves either moving towards some accommodation with the North or facing an explosive situation if the nuclear issue does not make progress. We would presumably not want to have British soldiers there as the North gave Seoul a bloody nose or as Americans or South Koreans launched

raids on North Korean nuclear installations. Perhaps I am exaggerating but who can rule out either possibility?

1.

Finally, on the more positive side, I can see and it has

not been mentioned elsewhere that having British soldiers with Commendable British equipment working alongside US (and South Korean?) confiluce soldiers could be advantageous for defence sales reasons. in the excellence Jour Kit!
