Thank you for your fax of 12 July on the discussions between the Treasury and the MOD about the costs of the accelerated withdrawal. MOD tell us that they are still in the process of costing the original and Treasury proposals. Until that is completed they cannot predict whether it will have any effect on the present plans. In the meantime they intend to proceed with the announcement next week without indicating precisely when individual units would move (draft PQ and Press Q & A being faxed separately to Security Branch and Peking).

The MOD have undertaken to keep us informed of their thinking as the situation develops and we will of course keep you up to date. We have noted the thought that the Governor may want to ask the Foreign Secretary to intervene if things look like coming undone.
