ANNOUNCEMENTS ON HONG KONG GARRISON: HCDC ASPECTS
1. As we discussed, I attach a page of bull points on Hong Kong for the Secretary of State to use in front of the HCDC on Monday afternoon. If he makes these points, they may slightly precede the actual publication of the written answer. I assume this is not a problem.
2. I also attach a draft letter to the Chairman of the HCDC giving him advance notice of the announcement. You may also feel that the Secretary of State should write to the Chief Opposition spokesman on the same basis. If so the draft letter could also be used for this purpose.
