The Hong Kong Garrison Outline Withdrawal Plan,
At Reference A the Chiefs of Staff (COS) directed that the Hong Kong Garrison Outline Withdrawal Plan was to be reviewed biennially. The third review is due to be taken by the COS in Sep 93. It has proved possible to reduce the extent of this document considerably as a result of a number of major policy issues decided by Ministers at the OPD (K) in Jun 93, which are taken fully into account in this paper. Central to the OPD (K) was the decision that the rundown of the Garrison should be faster than
than had been envisaged in the previous reviews.
2. We have taken account of a number of helpful and constructive comments and proposals for minor textual changes and updating to the 2* Draft in the preparation of this draft for the HODS.
3. Detailed discussion has also enabled us to resolve a difficult area: that of the command and control of the Garrison during the rundown. In order to carry out the latter effectively, CBF Hong Kong considers that he will need to have Full Command of the forces in theatre, not least to enable him to control the support rationalisation and the manpower reductions required. ACGS, ACNS and ACAS are now content with this delegation, with some sensible caveats, that will need articulation in SLAS with the Supporting Commanders over the three RN patrol craft and the Wessex helicopter squadron. All other shore-based personnel will come under the Full Command of the CBF. The SLAS will be developed to eliminate duplication of effort and to ensure the effectiveness of the support provided.
