Quite apart from the substantive difficulties this proposal will give you, it would from a procedural point of view clearly be quite wrong for OPD (K) to consider taking a final decision before detailed negotiations between MOD and HKG had taken place, on fully-costed revised proposals on the basis of any new plan.
