Such censorship policy as is decided by MOD is implemented at all levels of contact with the media.

7. Vetting of Copy. Vetting of press copy, if required, should not be carried out by deployed PR staffs involved in direct contact with the Media. The CBFHK should select and nominate experienced members of command or operational staff with the seniority and knowledge to strike a proper balance between the need for operational security and the reporting requirements of a "free press", to carry out vetting duties.

Co-ordinating Instructions.

a. Media Representation. Whilst it is not planned to move even accredited media representatives, DPR (HK) will be informed of those who wish to visit.

b.

PR Staffs. DPR (HK) will use his staff to handle PR although subject to developing operational circumstances, DPR (HK) will need early reinforcement. Reinforcements could be military or civilian but initially should comprise:

UKLF (could be TAPIOS).

1 x LCdr RN

RN (could be RNPAB for MHC.

C.

Security:

(1) In principle, media representatives should not be permitted access to operational, secure and sensitive areas unless accompanied by escort officers.

(2) Information releases are not to contain classified information, but at the same time they should be as informative as possible.

In

conjunction with G2/G3 staffs, information should be de-classified as quickly as possible.
