14. The RHKP are tasked with the maintenance of law and order, riot control protection of life and property, imposition of curfews, and search and arrest operations. the primary responsibility for controlling an IS situation lies with the Police. Their numbers, tactics, equipment and command and control techniques, enable them to carry out this role without support from the military so long as the main threat is of large, disorderly crowds. The Police IS structure however absorbs much of their manpower and reduces the watch and ward coverage elsewhere which is important for the maintenance of order. In a serious IS situation the military may be tasked to relieve the RHKP Field Patrol Detachment from Border Security duties in order to allow the redeployment of this unit (4 IS companies) into other areas.
DEPLOYMENT OF THE SECURITY FORCES
15. The police command organisation is based upon a Headquarters Command and Control Centre (HQCCC) (located at Police Headquarters) and Regional Higher Command (RHCs). Control Room locations are shown at Appendix 3. When troops are moved into a region, HQCCC, RHCS and, where necessary, District Control Rooms will be joint manned from the outset. To coordinate action during emergencies, Police and Military commanders use their normal chains of command and work together from HQCCC/RHCS, formed by adding operational and administrative groups to the existing HQCCC/RHCS. District Control Rooms which, with the exception of Frontier, are not normally manned, may also be activated. The usual means of communication between these command centres is by use of the Police Computer Assisted Command and Control System (ECACCS). The command organisation is summarised as follows:
