COMMUNICATIONS

External Communications.

a.

Contingency Rear Links. Existing external communication services from Hong Kong are provided by Hong Kong Telecom International (HKTI). Alternative facilities under Service control will be provided as follows:

Contingency Rear Link (Satellite) (CRL(S)). HQUKLF/HQSTC will make available a transportable satellite detachment (UK VSC501/TSC502) to establish a CRL(S) from Hong Kong into the UK Military Satellite Communications (UKMSC) system as directed by DCIS Ops. This facility will be used to carry a minimum of secure speech (MENTOR) to MOD Main Exchange, secure telegraph into TARE, and CIS data to be terminated at HQ UKLF to provide CSS-MAPPER. ASMA will also be required, terminating at High Wycombe, to support the Air Staffs. Coordinating instructions will be in accordance with DCN Publication 7 - Contingency Rear Link Instructions (DCNP 7 CRLIS). It may be necessary, in certain circumstances, to deploy this detachment early to ensure the maintenance of reliable direct command and control links to CBF Hong Kong.

(2) Contingency Rear Link (HF). HQ UKLF is to hold on call in the UK a CRL (HF) detachment (UK/TRC 521 (Short)) together with radio relay equipment for deployment to Hong Kong. The CRL (HF) may be required in addition to or in place of the CRL(S) at sub-paragraph (1) above and, if required, will be used to establish a CRL (HF) to NAVCOMMSTA CANBERRA in accordance with DCNP No 7, Sect 2, CRLI 41 and Australian Joint Service Plan 3/1972 (Issue 5) dated 9 Oct 87 - Plan BRACKNELL. Note that owing to the lack of military controlled, local digital radio relay facilities, it will be necessary to deploy radio relay equipment to extend the CRL (HF) link from the designated Tx/Rx location at Sek Kong into HQBF Hong Kong.

Contingency Circuit (DCN 0353).

Pending the arrival of the CRL(S) and/or CRL (HF) detachments at sub-sub- paragraphs (1) and (2) above, the Joint Signal Board Hong Kong will arrange for DCN 0353 to be established between Hong Kong and Australia, in accordance with DCNP No 3
