Thank you for Reference A and the opportunity to comment on the draft OPD(K) submission enclosed with it. understand the imperative to drawdown forces, and the need for the paper to be balanced, this latter point must not be allowed to obscure the full implications of the problems of reinforcement, most of which were set out in the response to your
earlier draft.

I must therefore re-emphasise
re-emphasise the point. Should the Governor prove to have been wrong in his risk assessment, with a consequent early requirement for a UK battalion on roulement, there will be increased overstretch within the commitments plot, particularly should we have been forced to implement vOPP. Even greater turbulence would occur if we had to deploy in an emergency on more than one occasion. This line must be reflected in the paper before I can endorse it.

On the question of finance, I understand you are reworking figures given in Paragraphs 13 and 14 of the paper. I would hope to see some indication that the majority of costs incurred by these changes in plan will not fall to the Defence Budget.
