Hong Kong: Future of the Garrison

Thank you for your letter of 27 May and the

enclosed OFD (K) paper.

The Governor is generally content with the

paper. He supports its recommendations.

He is however concerned about the reference in paragraph 3 of the paper to Hong Kong being in breach of the DCA. As you know, the Hong Kong Government does not accept this.

Payment was deferred while questions about the costs were raised. The questions have now been answered and payment made. I suggest that the

penultimate sentence of that paragraph is amended on the following lines: "(He ruled out approaching Legco for additional funding to cover unexpected additional costs under the DCA in 1992-93.) *

On a point of detail, the current strength of the RHKP includes 12 PTUS in total (that is, including the four on the border). The total number of PTUS under full mobilisation is 31 in total, again including the four on the border. You may want to amend paragraph 5 to reflect this.

If FCO and MOD Ministerв are content with the paper, is it intended that it should be circulated to OPD (K) members for clearance without a meeting?
