HONG KONG GARRISON

We have been drafting, with the FCO, an OPD(K) Memorandum for the Defence and Foreign Secretaries on the future size of the Hong Kong garrison. This has been stimulated in part by the Governor's wish to see the cost to the Hong Kong government of the garrison reduced. We are now at the stage of clearing the paper with the Chiefs of Staff (because of the judgement about military risks), and then propose to put the paper to Ministers for their agreement before it is circulated as an OPD(K) Memorandum.

Before we submit to Ministers (at about the end of next
