aware of the joint memorandum which the Defence and Foreign Secretaries have in mind to submit to OPD (K) on the future of the garrison in Hong Kong. I now attach a copy of the draft which has been cleared with officials in the FCO and MOD and is now being submitted in parallel to the two Ministers. hope to get their endorsement by the end of this week. It has also been seen by HM Treasury.

This memorandum should not be a contentious document and we hope that it can be cleared out of committee. Just as soon as we have the Defence and Foreign Secretaries' endorsement we will let you know. You will wish to make the administrative arrangements for the document's dissemination, together with any bureaucratic adjustments that need to be made to the paper itself.
I am sending a copy of this letter, without the attachment, to Peter Ricketts in Hong Kong Department of the FCO.
